Services: Family Self-Sufficiency Family Self-Sufficiency (FSS) is a voluntary program that helps low-income families obtain the education, job training, and life skills necessary to move toward financial self-sufficiency.  This program helps households learn to take control of their lives and achieve complete economic independence from all welfare programs within five years.  The FSS Program does not affect housing subsidy. Resident Opportunities & Self-Sufficiency (Seniors) It is our goal at the Truth or Consequences Housing Authority, through the ROSS program, to assist our Senior/Disabled residents to live independent, self-sufficient, and productive lives by providing supportive services. Housing Choice Voucher Program. Provides: Family Apartment Sites Seniors & Persons with Disabilities Apartment Sites Visit their website for listings. HOURS: Mondays through Fridays, 9am – 12pm and 1pm – 4pm
